Tenstorrent Kubernetes DRA driver

A Kubernetes 1.34 Dynamic Resource Allocation driver that publishes each node's Tenstorrent cards as exclusive whole-card devices, mixing Wormhole and Blackhole on one node. Ships a Helm chart with a node DaemonSet, a leader-elected controller that validates the cluster fabric graph, DeviceClasses, CRDs, health and metrics endpoints, and a TenstorrentWorkload resource that places distributed rank Pods on connected rings. Inventory comes from tt-kmd and PCI sysfs, and the ttsim QEMU VM is the validation target.
