prim_pad_shim

Shim GPIO model controls onto an OpenTitan prim_pad_wrapper.

Translate gpio_shim_pkg::gpio_model_ctrl_t into prim_pad_wrapper_pkg::pad_attr_t and instantiate one InputStd or BidirStd pad per pin. pad2core_o reads as 0 when the input enable is low instead of propagating the wrapper disabled-input Z/X. The NAND-tree ports pass through unchanged.
