tlul_err
Check TL-UL A-channel protocol encodings.
Raise err_o combinationally when the incoming A channel carries an illegal opcode, size, address alignment, or mask encoding for a 32-bit bus, an invalid instr_type encoding, or a write marked as an instruction fetch. err_o is also high while a_valid is low, so it is meaningful only with a_valid.
