tlul_err_resp
Respond to unmapped or rejected TL-UL requests with an error.
Accept one A-channel request at a time and present its D-channel response from the next cycle until d_ready. a_ready is low while a response is pending, so requests are accepted at most every other cycle. By default return d_error set with DATA_WHEN_INSTR_ERROR for instruction fetches and DATA_WHEN_ERROR otherwise. When RETURN_BLANK_RESP is set, return all-zero data without setting d_error. Response and data integrity are generated in either mode.
