gpio_filter

Gate GPIO AXI-Lite register reads and writes by AxPROT.

Independent enables and required AxPROT values apply on the AW and AR paths; failing beats never reach the subordinate. An axi_lite_demux routes them to an error subordinate that answers DECERR with read data 0xBADCAB1E.
