sep_isolate_rst_seq
Sequence isolation then reset for one software-resettable AXI domain.
On a software reset request, request isolation of the domain's AXI paths, wait until all report isolated, then assert the domain reset. Hold isolation until the software reset request is released. Out of rst_ni the domain starts in reset with isolation requested, and leaves it on the first clock edge at which sw_rst_req_ni is high.
