smc_reset_unit_pkg

Declare types and helpers for the SMC reset unit.

Defines reset_ctrl_t, the per-subsystem cold and warm resets, hold qualifiers and force-to-reference-clock select. Also declares a select_e enumeration of the reset-unit and FLR register maps and a max() helper; the SMC RTL references neither.
